The polling stations opened at 8 am on Sunday for the first round of the departmental elections.
Who can vote?
The major persons of French nationality, enjoying their civil and political rights, on the electoral lists. 44.6 million voters. The address and polling station number on the voters card. These offices will be open from 8h to 18h (until 19h, as in Rennes, or 20h in other large cities such as Nantes).
To elect that?
C is new: two departmental councilors (former general counsel) in each canton. They are elected for six years and may be reappointed. The County Council (former general counsel) is renewed in its entirety. Each pair consists of a woman and a man. Alternates must be the same gender as the candidates. Once elected, they held their positions independently of each other. 18,194 candidates are running for 4,108 seats.
Presidency
The departmental councilors will meet on April 2, to elect the president of the County Council.
How to use the new voting
The elections are held according to a mixed binomial majority vote in two rounds.
To be elected in the first round, a binomial must collect more than 50% voices and a number of votes at least equal to a quarter of registered voters.
If the second round, a duo may occur if it has obtained at least 12.5% of registered votes. If one pair fulfills this condition, the pair with the highest number of votes after him can be maintained. If no fills, only the two duos who led in the first round can be maintained.
In the second round, a relative majority is sufficient for election. In case of a tie, the pair with the older candidate wins the election.
Half the cantons
The number of cantons happened after the territorial re-performed the Last year of 3971 à 2054 in the city departments, Guadeloupe, Reunion and Mayotte. Now the population of a district can not be higher or lower by over 20% to the average population of the cantons of the department.
Departments without elections
One vote today ‘ hui in all departments except Paris, French Guiana, Martinique and the city of Lyon. In the capital, both common and department, the Paris City Council is elected by the municipal poll. Do not forget your ID!
In municipalities with less than 1,000 inhabitants, it is possible to vote by presenting only the card voter.
