Tarn elected will vote Friday morning on alternatives to the controversial dam project. Thierry Carcenac, president of the General Council of the Tarn since 1991 and Senator (PS) Tarn says in World why he calls the scenario “1″, that of a holding of less importance, 750,000 m³ located some 300 meters upstream from the original site.
What solution do you propose to the General Council of the Tarn, you chair for the proposed dam Sivens?
Our position as the owner, is very constrained. From the moment only two solutions have been adopted by the Minister of Ecology, it is clear that we will abandon the original project [a water reservoir of 1.5 million cubic meters]. And we note the advanced scenarios by experts. We must find a solution for Tescou Valley, subject to drought and increasing water demand and suggest the scenario “1″, that of a holding of less importance, 750,000 m³, located some 300 meters upstream from the original site. The scenario “2″, that of small reservoirs, using the hill reserve is more expensive, longer at the time, he eliminates himself from himself.
Pensez- that the scenario you suggest is likely to convince?
Yes, but it remains within the general council, elected on the principle that remain of the original dam. And those who accept the alternative. Some might want the new reservoir is built on the site of the original dam. We must find a compromise. Anyway, the two projects selected by the Ministry did not satisfy those who are opposed to any deduction from the river. Farmers prefer a larger dam, one of the original project, but they will be satisfied, I think, a more modest book.
You yourself were very favorable to the dam initial, twice as large as the one proposing today …
Yes, the original works will drown, villages and housing, it did not lead to expropriation, anything could happen naturally. When we see that the nearby dam, 900 000 m³, located at the border between the towns of La Salvetat-Belmontet and Monclar (Tarn-et-Garonne), no problem at its construction … This date folder 2003 and much time was lost. Now we have to be content with 500 m³ of irrigation per hectare instead of 2000 planned. We can get by, but it will mostly have to redo a statement of general interest, resume studies before the start of the work will not occur within two years.
Qu ‘expect the government?
Whether to enforce the rule of law, court decisions, that “ZAD” be evacuated. The State should have been more firm, I find it amazing that one determines expulsion decision of a local authority, as has been done by the government. If I had police powers, I would have done long ago. We can not accept that people occupy a territory with impunity. It is totally normal that, in a state of law, a road is blocked, the 700 hectares of forest owned by the state, no longer open to the public, that we can no longer available especially for school trips.
If this is not the police who enforce the free movement of people, others will. I am very concerned about the radicalization on the site, from one side to the other. I understand that we are opposed to a project, but it should not, because it is considered illegitimate, the block illegally.
Are you afraid that Sivens have an impact on the next departmental elections?
I expect, as elsewhere, a strong rise of the National Front in this election. It benefits including a general climate and the fact that if the state was able to show his strength and determination in the January events, locally, it did nothing. However, if that location can affect those who are close to the area, I do not think he has a decisive impact on the entire department.
