Pollution: the pellets to classify cars are reacting – Les Echos

Segolene Royal on Tuesday presented its “action plan to fight against air pollution.” The project has met with criticism from the opposition.

To fight against pollution in the city, Segolene Royal announced Tuesday the establishment from January certificates to enable users of the least polluting vehicles to benefit from the advantages of traffic. Revealed by “Le Parisien”, the project aims to make respirable cities within five years “in a sustainable manner by reducing pollution levels,” explained the Ministry on Twitter.

This device, says the Ministry of Ecology, will be implemented from January 1, on a voluntary basis, ” for users who want “ and at their request via the vehicle registration system (free for the first 6 months of implementation of the service and then charged about 5 Euros). Order 1 to 6, from least to most pollutants

Based on a classification in terms of emissions (nitrogen oxides, particulates), the certificate will, in depending on its color and the rules adopted by the mayors, to circulate in restricted traffic areas, to benefit from favorable parking rules, to obtain the privileged traffic conditions

The vehicles will be well ranked 1 to 6, of least to most pollutants. Thumbnails will be different colors depending on their status, eg green category 1 (Euro 5 and 6 standards for petrol cars from 1 January 2011) or gray Category 6 (diesel or petrol vehicles by December 1996).

The certificate of principle has already been adopted by several countries: Germany, Denmark, Sweden, Italy, Austria, Czech Republic, says the Ministry of Ecology, which recalls that the city Air pollution, particularly that related to fine particles, comes largely from road traffic and leads every year an increase in respiratory and cardiovascular disease.

The Department also appealed to project “Cities respirable in five years” in order to reduce air pollution. Only the agglomerations situated in one of the 36 areas covered by the atmosphere protection plan (see map) will APPLY.



A mixed reception

The announcement of the green dot reacted association 40 million motorists, who launched a petition against the introduction of the pellet.

At the policy level, the Green MP Denis Baupin said he supported the measure while Senator Fabienne Keller Republicans attacked the Minister of Ecology on its abandonment of the heavyweights tax. The party stood even France ironic about an anti-unemployment pellet.

Make emerge laboratories cities

Ségolène Royal has also announced the launch of a call for projects for “the emergence of cities laboratories “in the struggle for air quality. The idea is to support voluntary cities implementing measures “best”, “to ensure, within 5 years, healthy air to populations” , the ministry of Ecology.
Communities will send their application before 5 September. The list of winners will be announced in late September. They must commit “to implement radical measures in the field of mobility” but also residential, industrial and agricultural.

For five years, communities selected to receive financial and methodological support services of the State and the Agency for Energy Management (ADEME).
