Pedophilia: the mea culpa of Education and Justice – Le Figaro

The inspection report reveals dysfunctions, while the Isère principal is covered by 55 reports.

“malfunctions” of both sides and responsibilities shared by the Justice and Education, be it the business of Rennes as that of Villefontaine. These are the findings of the first progress report on pedophilia cases in schools that make scandal in two months.

Presented yesterday at the Isère Prefecture Christiane Taubira and Najat Vallaud-Belkacem, it draws a final conclusion. In both cases the competent prosecutors have notified the Ministry of Education “neither prosecution nor conviction” pronounced against two teachers, and that, despite existing circulars.

In the Academy of Grenoble, the principal of Villefontaine, accused of rape in March on several students and now covered by 55 reports, was sentenced in June 2008 for possession of pornographic images. In 2001, a complaint was closed without further action “to insufficiently characterized offense”. At Orgères, in the Academy of Rennes, is the ex-girlfriend of a sports teacher, sentenced in 2006 on charges of child pornography, which warned late March National Education, stunned to see that always taught. If Justice has not provided the information, it is because it did not follow the “instructions by circular,” but also because of “an inaccurate organization of flooring,” says the report .

In terms of education, the report concludes, in the case of Villefontaine, that “nothing in the applicant’s case did not seem likely to alert his administration.” However, it points, in Rennes, the “lost” information in limbo the education system. In 2011, when proceedings are instituted against the sports teacher for “sexual assault” on his son and “possession of child pornography in recidivism”, the alert emails from the headteacher, who exchanged informally with Police – which has also banned the teacher to make summer camps during the summer … – are not reassembled until Rector

To prevent these tragedies from happening again the two departments, after years of stagnation, today are a step forward. Justice will henceforth have a “duty to inform” on “procedures and convictions” of sexual nature of public and voluntary agents working with minors. At the stage of the complaint and the opening of the investigation, the report will be “left to the discretion of the prosecutor,” said Christiane Taubira.

The two ministers plan to conduct further an inventory for existing personnel to verify if they have been the subject of convictions and whether the information will not be “lost”. The joint inspection mission, which will end its final conclusions in June, is responsible for proposing modalities to ensure “a sustainable control.” Currently, under the aegis of the Department of Criminal Affairs and Pardons, attorneys general and presidents are working on the practical device which should allow the flow of information between the two bodies. The justice minister has already announced that Cassiopeia, judicial file, will, from September 2016 to alert when a person involved working with minors.
