This is done, France will count the 13 regions – L'Observateur

Anger always vehement Alsatian UMP against the merger of their region with Champagne-Ardenne and Lorraine will have nothing changed. Parliament finally adopted this Wednesday, December 17, for a final vote in the National Assembly, the new map of France in 13 areas.

The MPs adopted the text by 95 votes for, 56 against and 11 abstentions. The Left Front, environmentalists, radical left, the UMP and the UDI voted overwhelmingly against while the Socialists have voted for it.



From 22-13 regions

This vote puts an end to six months of debate in Parliament. This is the map proposed by the PS group in the Assembly, which is imposed, as the government had originally proposed 14 regions, while the Senate wanted 15 instead of the current 22.

This card “has its coherence”, welcomed the Interior Minister Bernard Cazeneuve, who sees it “a message of hope for those who believe in the need for reform.”

The new card merges with Alsace Lorraine and Champagne-Ardenne, Nord-Pas-de-Calais with Picardy, Midi-Pyrénées and Languedoc-Roussillon with three contested merger, especially the first one. Other groups were less controversial (Poitou-Charentes and Limousin with Aquitaine, Burgundy and Franche-Comté, Rhône-Alps Auvergne) or enthusiastic (both Normandy).

The reform will come into force early 2016, after the regional elections in December

Departments may change region conditional

The text also changes the mechanism allow a department to change regions repealing the condition of the local referendum.

“right to choose” will be allowed between 2016 and 2019. But the change of region will have the approval of both boards Regional concerned and the County Council to a three-fifths majority.
