Laurent Marcangeli: “Corsica should enjoy a status suitable for what it is” – Le Figaro

FIGAROVOX / MAINTENANCE – Manuel Valls went to Corsica for his first trip as prime minister. For the deputy mayor (LR) Ajaccio, Laurent Marcangeli, Corsica is fully part of the Republic, but requires profound practical adaptations.

a lawyer, member of the party Republicans, Laurent Marcangeli is mayor of Ajaccio since 2015 and member of the 1st criconscription of Corse-du-Sud since 2012.

FigaroVox. – What Corsica can expect from the Prime Minister’s visit

Laurent Marcangeli ?. – One essential question concerns the implementation of the single community of Corsica. There is indeed a major reform now underway, which is prescribed by law “OuR” of 7 August 2015. The orders are already being drafted. We just had a first sketch this morning at the prefecture on institutional change that will create this unique community by merging the two departments (Upper Corsica and South Corsica) with the local authority, that is to say, the region. Some issues remained unresolved concerning this institutional change that will be adjusted and supplemented by ordinances certainly entitled to the return of Parliament.

Questions also arose in tax matters for precisely determining the resources will have the future single community to work in good conditions given. It must be understood that this unique community formed by the merger of two departments and regions will have important skills.

The first key question concerns the implementation of the single community of Corsica.

Still in tax matters, but regarding this time of households and individuals, a number of questions arose for inheritance tax. You know that Corsica has many years of a special law on the matter, which should fall within the common law on 1 January 2018. Today, however, there is a major problem: the whole region is quite evil “titled”. In other words, even if there has been great progress made over the last ten years, the titles are not yet restored. There are many ownerships in Corsica and accruals are not yet precise enough. This poses difficulties for inheritance since we live in a derogatory system.

These are the main topics to be discussed during the visit of Manuel Valls. It is certainly my view; other, you know, especially on the side of the Corsican Assembly, expect answers on other subjects … In reality, they want answers they already know the meaning of the themes they have done since their long time. I think the co-official language, the resident status or the approximation of detainees or even expanding as prisoners advocate an amnesty law. They already had the answers, since the prime minister said during a long conversation this morning in the daily regional press that there would be no progress on these points.

What you inspire them about suspicious Jean-Guy Talamoni vis-à-vis the French Republic?

We are in the right wire phraseology is hers since the beginning of his political commitment. This policy design has a voting weight … Last December, Mr. Talamani got 7% in the first round of the departmental elections, that is a tiny minority of Corsicans. As I know, Mr. Simeoni does not speak in the same terms, even if they are electorally allies. Mr. Talamoni is faithful to his ideas and convictions, philosophical and political, that are his forever. These are not mine – far from it – and it is especially not those of a large majority of Corsicans. I think this recall where it came from, what it is and perhaps also sometimes make communication, the “buzz” as it is now more commonly. I let him …

Is there a specific statute for Corsica?

In a sense, we have since there were three specific statutes since 1982: there first had Mr. Deferre (1982), Mr. Joxe (1991) and finally Mr. Jospin (2002). Today, the very fact of creating a unique community puts us in a de facto special status since the departments are held on the rest of the country.

Corsica has a specificity that was politically input but not yet practical way.

However, despite all these institutional advances during the past thirty years, I sincerely believe that Corsica has a specificity that was politically seizure, but not practically. We are the only mainland island nation. In addition, this island is concerned by the reform of the regions, which saw the creation of 13 large sets, she is one of them. Yet this is not a big area: we are 320,000 while the smallest region after Corsica has 4 million inhabitants. Suffice to say that this is a difference.

In addition to an island, we are also a mountain in the Mediterranean, which poses various kinds of problems, including demographic, political or economic. At one time or another, it may be necessary to reflect on these practical problems and this qualification necessary for Corsica, which must include special mentions, but which shall in no case away from the Republican cannon. We have not intended to become a department overseas or territory of Overseas France. It’s not in our line and I reject categorically.

But it will still accept to watch the obvious: its territorial, geographical and demographic specificity, Corsica should enjoy a status truly adapted to what it is. This is something that is close to my heart. It’s not in my mind a desire for secession, quite the contrary: the Republic is strong when it recognizes each according his qualities, defects, its advantages and disadvantages. Corsica today has a number of criteria that are not really taken into account.

But it will still accept to watch the obvious: its territorial, geographical and demographic specificity, Corsica should enjoy a status really suited to it is.

There are for example some standards that are voted and are difficult to apply. I take a very simple example. We will review the law “Mountain” in the month of October. This is an important reform because it has not been revised for a long time. I was yesterday in the mountain next to my riding in a small town in the interior. I was talking with the mayor, a stickler for these matters, “unlabeled” politician, saying to me in substance: really have in the law “Mountain” revised in the month of October, we take into account the specificity of Corsica because the Corsican towns affected by the law “Mountain” are also often in the “Littoral” law. If we do not really tomorrow devices suitable territories and inhabitants of Corsica, one risk of delivering an ineffective reform.

Will The Corsican one of the topics of the 2017 presidential election?

I’d like to talk about my island, if possible! We sometimes speak bad or because they do not know or because we give a picture that is a little truncated … But more broadly, we are now in a country that goes wrong, economically, socially. Terrorism is next to us, it hits us.

The main challenges for the future presidential affect national policy, the interest of the nation, its security, economic prosperity, but also the international policy including the management of the British referendum on the consequences Brexit .

The Corsica is French and, like France as a whole, its first issue today relates to employment, housing, access to care, the geographical distance of each other.

You still have a little humility, to say the Corsican question is a subject that we carry as elected representatives of the territory Corsican, but it is not now a national problem. We elected other – any tendency mistaken – we have to support projects that are realistic, common sense and which go in the direction of improvement of our institutional framework. At the same time, I’ll tell you that Corsica is French and, like France as a whole, its first issue today relates to employment, housing, access to care, the remoteness of some and others. It is these themes that perfectly identities in Corsica and that we must first carry.
