They are a “economic violence”, or a “national sport”, in which women and children are “the first victims” : the unpaid maintenance are clearly within the viewfinder of the minister of Families, Children and Women’s Rights, Laurence Rossignol, who has presented this Friday, the new Agency for the recovery of unpaid pension food (Aripa). While 30% to 40% of the pensions are not paid or paid partially, this new agency aims to improve the recovery procedures to be made available to single-parent families. And also, to make them aware of the tools at their disposal : how many of them know that the family benefits Funds are authorized to engage in collection procedures, via attachment on wages o r on the bank account of the debtors ? the “We count a lot on the fear of the police : the mere fact that the debtor is contacted may be sufficient to what it pays, to avoid that the employer is informed”, ahead of Laurence Rossignol.
answers to questions From single parents
A website has been launched this Friday by the national family allowances Fund and the security sociale agricole (MSA), which depends on the Aripa, to respond to the questions posed by these lone parents face a bad payer : who to contact ? How to proceed to initiate recovery proceedings with his caisse d’allocations familiales ? The website details the procedure to follow and offers the download of forms suited to this type of situations, as well as a scale to estimate the amount of child support in the case of amicable agreement. In parallel, a national telephone is also available to parents in the galley (0821 22 22 22).

The Aripa complement other measures implemented in recent years to try chasing the bad payers, such as the Guarantee of the unpaid pension for food (Gipa). Launched in the fall of 2014 as a pilot and expanded last April in the whole territory, it allows the payment of an allowance of family support (ASF) of 104,75€, in the first month of unpaid, or an add-on, and the collection two years of unpaid, compared to six months ago. The arsenal turns out to be in vain if the wrong payer is insolvent, but may instead be activated even if he lives abroad : the Aripa is addressed to an authority dedicated to it, attached to the ministry of foreign Affairs.
