RSA funding: the state will take control – Release

This is a “responsible solution” for a “balanced agreement” , swears the Prime Minister. Thursday, Manuel Valls suggested the Departments the principle of “a supported by state funding of active solidarity income (RSA)” . This decision should have limited effects on tax departments, since their dynamic tax revenue would be maintained. But Matignon however set a condition, at the meeting with leaders of the Assembly of France (ADF): “What departments are committed to strengthening support for its beneficiaries to insert and employment. “

in 2014, 9.7 billion euros of departmental expenses

This announcement follows heated exchanges on financing committed to RSA summer 2015, and which were hung in October, before the annual convention of the ADF. The regional representatives then criticized the state for not helping them sufficiently address the growing cost of this allowance every month by the departmental level, the more precarious. Because if the transfer that power cohosh in 2004, was initially fully offset by the state, the part that pays today is far from covering the cost to departments, social demand has been known for a skyrocketing. In 2014, the departmental expenditure related to RSA were $ 9.7 billion, according to ADF. A cost offset by the state to the tune of 6.4 billion, mostly in the form of tax revenue transfers. As for “remains dependent ” to departments, so it reached 3.3 billion – figures close to those of the Observatory of decentralized social action (see graphics below). Food for their anger, coupled with threats to stop paying aid to beneficiaries.

The financing of the RSA

Local officials then offered two solutions. On the one hand the renationalisation, a push by the left track. On the other, increased decentralization of RSA, acclaimed by the right wing. With the idea to entrust the management of assistance to departments, which would then decide on its terms. One scenario put forward in early February by the county council of Haut-Rhin who decided to condition the payment of RSA to the weekly volunteer. Triggering, in fact, the ire of integration associations, while the Minister of Social Affairs considered the extent inadmissible. For now, the future of this controversial measure is uncertain, the state services is “reserving the right” to sue. This did not prevent the president (LR) of the County Council of the Upper Rhine to persist and to propose an experiment on its territory.

Departments ask “emergency fund”

Still, the controversial proposal was however able to play the role of booster shot at Matignon. Faced with mounting pressure, the government has opted for a “re-centralization” of the RSA 1 st in January 2017. “detailed discussions” will be initiated soon between ADF and the government. They will focus on “the principles proposed by the Prime Minister” : a state charge taken in “on the basis of expenditure for the year N-1″ that is to say 2016, “the maintenance of dynamic resources to departments” and “implementation of financial incentives for departments to strengthen their insertion devices “.

The recipients of the RSA base by d & # xe9; Department

It remains one point to defuse: if he will for the year 2016? “We explained that there was a problem in 2016″ , told AFP the president of the ADF, Dominique Bussereau. He said quarantine departments should not be able to finance this year’s RSA. Among them, the Seine-Saint-Denis. By Friday, the county council of 93, highlighting the “advanced” and demanded “emergency fund [...] in 2016 for the most troubled departments” . The Prime Minister had, on this point, promised an extra effort of the state, after a first wave of aid in 2015. But the negotiations will be complex, folder amounting to “several hundred million euro “, according Bussereau. Including nearly 40 million euros for the Seine-Saint-Denis, as the encryption of the department.
