Yvelines and Hauts-de-Seine lay the foundations of their merger – Liberation

Hauts-de-Seine and Yvelines has approved on Friday the creation of a public establishment of interdepartmental cooperation, the first stage of the merger project initiated by these two departments of western Paris, dominated by the right.

the two departmental assemblies have adopted simultaneously Friday morning the creation of this entity that meet the departmental advisers of the two communities on joint projects, and voted the principle of merging their semi-public development corporations (SEM ) to create a structure “that meets the needs of local elected officials.”

this is the first stone of the merger project which reach Republicans lead the presidents of these two departments among the richest of France, Patrick Devedjian and Pierre Bedier, in the “two years”

Objective:. to save money, weigh more heavily against the State and Grand Paris, put resources in common to be able to lead large projects and pose as “economic engine” whose “capital needs” said Mr. Bedier at a press conference with Mr. Devedjian in Nanterre.

both elected officials who oppose the Grand Paris “in its current form” – it includes the Hauts-de-Seine but not Yvelines – and believe it should blend with the borders of the region Ile-de- France, say that it is “becalmed” and can be the “engine”

The public institution created interdepartmental Friday tool of progressive approximation of the two departments services, will be particularly entrusted, in addition to the merger of SEM, creating a host institution for people suffering from a mental disability, the creation of a preventive archeology interdepartmental service or combination of road maintenance services

the project does not have unanimous support within the county councils. in the Hauts-de-Seine, the left has requested a referendum on the merger, a step that is not mandatory, as several elected right at the departmental council of the Yvelines, including the former minister Christine Boutin (Christian Democratic Party).

the first step has to establish “usefulness and effectiveness” of a merger, “service by service,” said Patrick Devedjian.

If the two departments validate their proposed merger, the final word will return to the state, presumably through an Order in Council of State.

To date no department has merged with its neighbor. In a similar approach, the chairmen of departments of Savoie and Haute-Savoie, who have since 2001 of a public institution of interdepartmental cooperation, had raised in 2014 a merger.

Yvelines and Hauts de-Seine, if they were merged entity would form a three million.
