The European PNR ( “Passenger Name Record” in English), to be voted at midday in Strasbourg, should help better draw flyways potential terrorists based on information that airlines will be obliged to transmit to the states, which then will have to share them.

“I hope we have a positive vote “, said on Wednesday the rapporteur of the text, the British Conservative MEP Timothy Kirkhope, Strasbourg, where applicable since Monday a plenary session of the European Parliament. “We created a directive that will save lives,” , has he pleaded.

Offered in 2011 by the European Commission, the European PNR has resulted in laborious negotiations between Parliament and the Member States, MEPs demanding guarantees on the protection of the confidentiality of the data

“mass monitoring” Under strong pressure from countries like France, a political compromise was reached in December 2015, but the final vote of the text to Parliament was then delayed. The socialist groups, Liberals and Greens demanded that another text, protecting personal data, either within the same vote –which must be the case Thursday.

“A large majority of my group will vote for it, but I personally can not accept “, said on Wednesday the German Socialist MEP Birgit Sippel, lamenting a ” mass surveillance without differentiation based on geographic areas or times time “.

the NRP, if adopted, will require airlines to provide data on their passengers –as their travel dates, routes or coordonnées– States EU concerned by a flight to or from a third country. EU countries will then widen the scope to intra-European flights.

The aim is to detect individuals who were not suspected of terrorism in the past, but whose analysis of the data suggests that they could be involved in such acts, and thus trigger off an investigation.

It will be up to Member States to alert other countries if necessary. They can also ask for PNR data to other, on their own initiative, as part of an investigation.

Currently, several European countries, like the United Kingdom, have already have a PNR system, but there is no European harmonization.

“no time to lose” While supporting the principle of a European PNR, members of several political sides regret the lack of ambition of the system, which does not take the form of a single file across the EU, but national files, the sharing will be based on the willingness of Member States.

the group of Liberals and Democrats in Europe (ALDE) calls in particular for the exchange of information between Member States is mandatory in an amendment that could get support Thursday from Socialist MEPs and the EPP, according to parliamentary sources.

If the directive is adopted, Member States will have two years to transpose it into their national legislation. “We can not wait two years to put in place, we have no time to lose” , has already urged Wednesday European Commissioner Dimitris Avramopoulos.
