According to Article L613-5 entered the code of Homeland security in 2012, private security guards HLM are allowed to carry a gun, just in service and provided they have the consent of the prefecture which they depend. Prefectures often reluctant to issue permits. Since July 2013, the private security guards of the HLM of Paris can wear batons and tear gas. Cases of armed guards are rare but since the attacks of January 2015 private agents assigned to monitor journalists of Charlie Hebdo are armed.
Designed by the Paris Prefecture of Police and the National Council of private security activities (CNaPS), the text “is about to arrive,” says Le Figaro. The device is inspired by the status of CIT, private but allowed to arm themselves. “The fund transport system, privatized in the 1980s, has virtually been no burr,” said Alain Bauer, a criminologist and president of CNaPS.
This will involve thousands of agents assigned to security of sensitive sites such as theaters, factories or stadiums.
